Tax Increment Reinvestment Zones (TIRZ)
What is a TIRZ?
A tax increment reinvestment zone (TIRZ) is a political subdivision of a municipality or county in the state of Texas created to implement tax increment financing. A TIRZ may be initiated by a Texas city or county, or by petition of property owners whose total holdings in the zone consist of a majority of the appraised property value. A TIRZ project moves development within the zone forward more quickly, generating new tax revenue for a municipality, through reimbursement of eligible building costs for public infrastructure in areas lacking adequate public infrastructure to attract businesses. TIRZ projects thereby encourage development by reducing of the overall costs of private development. These development zones are proven to jumpstart increased property values and long-term tax collections through tax reinvestments.
The City of New Braunfels currently has three TIRZ areas. TIRZ are areas created by the City Council to attract and support new investment in targeted, strategic locations to help finance the costs of redevelopment and promote growth. Taxes resulting from new investment and development in these zones (the tax increment) is set aside to finance improvements within the boundaries of the zone.
TIRZ #1 - Creekside
TIRZ #1, also known as the Creekside TIRZ is a tax increment finance zone established in 2007 to fund capital improvements associated with the development of under-used property located near Interstate 35 and Farm to Market Road 306. These improvements include drainage, water, wastewater, and roadway projects necessary to serve the development.
TIRZ #2 - River Mill
In 2019, the City of New Braunfels established TIRZ #2, also known as the River Mill TIRZ, to fund a portion of the infrastructure and maintenance costs associated with the development of the former Mission Valley Mill complex located at 555 Porter Street. This site, which has been abandoned since 2005, is slated for future mixed-use development.
TIRZ #3 - Downtown
In 2021, the City established a tax increment reinvestment zone for the Downtown area. The Downtown TIRZ will capture 85% of the ad valorem tax increment within the project boundaries to reinvest into the area. City Council appointed a board of directors for the Downtown TIRZ in 2022. tirz #4 - Zipp Park
In 2025, the City established a tax increment reinvestment zone for the Zipp Sports Park Area. The Zipp Park TIRZ will capture 85% of the ad valorem tax increment within the boundaries to reinvest back into the area. City Council will soon appoint a board of directors for this zone; the board will be tasked with approving a project and financing plan and recommending projects.

The West End TIRZ will capture 85% of the ad valorem tax increment within the boundaries to reinvest back into the area.
