Resident River Pass
New Braunfels Residents (those who reside inside the city limits), can receive the Resident River Pass at no charge.
The pass allows residents to bypass paying the River Management Fee. Residents can also use a Landa Park Aquatic Complex Resident Swim Pass or Landa Park Aquatic Complex Resident Family Swim Pass to bypass the River Management Fee.
Each pass is good for three (3) years and will be issued at the Parks and Recreation Administrative Office (located at 110 Golf Course Rd. in Landa Park) during normal business hours (Monday - Friday 8am-5pm).
Proof of Residency
Residents must provide proof of residency to receive the FREE pass. The following documents are acceptable for proof of residency:
- Valid driver's license
- Current NBU statement with photo ID
- Other current utility statement with photo ID
- Rental contract with photo ID
Please note:
- GIS General Reference Map will be used to verify residency.
- Children without a valid photo ID or driver’s license must come in with a parent or guardian in order to verify residency.
- All Resident Swim Passes and Resident Family Swim Passes will also serve as a Resident River Pass.
Frequently Asked Questions
When will I need to use the Resident River Pass? In order to avoid paying the $2 River Management Fee when floating the Comal or Guadalupe River (inside City limits), you will need to have your pass on Saturdays, Sundays and holidays from Memorial Day weekend through Labor Day.
How long is my pass good for? The Resident River Pass is good for three seasons, Memorial Day weekend through Labor Day.
Where do I use my Resident River Pass? In order to avoid paying the $2 River Management Fee, you will present your Resident River Pass at one of the city operated fee booths to receive a wristband. You can also use your Resident River Pass at any outfitter to have the River Management Fee waived.
Do I have to carry my Resident River Pass with me on the river? No, once you receive your wristband from the fee booth, you do not need to carry your Resident River Pass with you onto the river.
Can I carry my pass with me on the river instead of the wristband? No, you must have a wristband when entering and exiting the river from a public access point.
What time do the fee booths open? The fee booths are open 9am-6pm on Saturdays, Sundays and holidays between Memorial Day weekend through Labor Day. If you are accessing the river outside of these hours you will not need a wristband.
What if I use private property to get onto the river? If you are accessing the river on private property, but using a public exit, you will need to get a wristband at a fee booth prior to entering the river. If you are entering and exiting using private property, you will not need a wristband.
Do I have to pay for parking? If parking at Prince Solms Park, you still have to pay the $20 parking fee.
What else can I use my Resident River Pass for? The Resident River Pass is only used for residents to avoid paying the $2 River Management Fee
What if I lose my pass? Your first pass is free, a replacement pass will be a fee of $5.
Who needs a pass? All persons using water-oriented recreational equipment on the premises known as the City Tube Chute, Prince Solms Park, Hinman Island Park or using public exits on the Comal or Guadalupe Rivers, regardless of age, will need a pass
Can someone else use my pass? No, only the pass holder can use the pass.
Do I need my River Resident Pass on the Guadalupe River? Yes, when entering or exiting the Guadalupe River from a public access point inside city limits, you will need to have a wristband. You can visit one of the Comal River fee booths or Bull Frog Tubing at the Gruene Outpost Lodge to get your wristband at no cost.
In 2016, New Braunfels City Council approved a recommendation from the River Advisory Committee to implement a revised River Management Fee and collection procedures. The fee will apply only to non-residents.
At the same time, a Resident River Pass was approved that allows New Braunfels residents to tube without paying the River Management Fee.

Resident Parking Pass
A Resident River Parking Pass is now available to City of New Braunfels residents which will allow them to park in the Pay-to-Park lots on Elizabeth Street, Hinman Island Drive, and San Antonio Street at no charge. (Note: This pass is NOT valid for the Prince Solms Parking Lot.)
Get a Resident Parking Pass
Up to three stickers will be issued per household. Additional stickers may be issued with proof of ownership of more than three vehicles. The sticker is valid for three years.
How to Get a Sticker
The sticker can be obtained by bringing proof of residency to the Parks and Recreation Administrative Office located at 110 Golf Course Rd. Hour during normal business hours (Monday - Friday 8am to 5pm). Call 830-221-4350 for additional information.

Without a Resident Parking Pass - Non-Refundable Parking Fees
May 1st - Labor Day
- Hinman Island Drive $30.00 per visit per vehicle
- East San Antonio Street $20.00 per visit per vehicle
- Mill Street $20.00 per visit per vehicle
- Elizabeth Street $10.00 per vehicle (Weekend & Holidays only; FREE M-F)
In 2019, City Council approved a recommendation from the River Advisory Committee to implement new paid parking lots along Hinman Island Drive and East San Antonio Street, and a new Resident Parking Pass that will be valid at the parking lots on Elizabeth Avenue and the new parking locations. In December 2019, paid parking on Mill Street was added and included in the Resident River Parking Pass program. New Braunfels Residents, who reside inside the corporate city limits, can receive the Resident River Parking Pass at no charge. Residents must provide proof of residency in the corporate city limits of New Braunfels to receive the Resident River Parking Pass.
