Development Guide

This guide contains basic information to help you complete a successful development project in our community from start to finish. Our goal is to inform you of what to expect throughout the entire development process.

This guide contains information on the various stages of development including Pre-development, Zoning, Platting, Public Infrastructure, Building Permits, and Certificate of Occupancy. Each project submitted will involve different stages of the development process depending on your specific needs. When reviewing each section of this guide, you will find explanations on how each process functions including flow charts and references to any fees and applications required.

Our mission is to guide the City of New Braunfels’ growth by creating a vibrant and self-sufficient city with a unique identity. It is the city’s goal to encourage and promote responsible and safe development to meet the opportunities of New Braunfels’ future. The goal is to collaboratively work with citizens and developers to create a place where people live, work and play in a safe environment.

Our diverse staff issues verification letters, administers code compliance, maintains the City of New Braunfels’ GIS (geographic information system) maps and data, reviews subdivision plats and site plans, administers the zoning ordinance, and makes recommendations to the various land development boards and commissions and ultimately to City Council.

We are committed to encouraging citizen participation, education, customer service and partnerships with all community stakeholders. Our team meets with the community including both residents and business owners on a regular basis to discuss land development topics and answer questions and concerns.

Development Services wants to provide you with service that is customer-focused, outcome-based, transparent and performance-driven.

To start, we HIGHLY SUGGEST booking a Pre-Development meeting. A Pre-Development meeting is where City staff will meet with you, one-on-one, to hear your ideas and work to lay out a step-by-step plan. During this meeting, you will be advised of Zoning, Land Use Plans, and gain a general understanding of the Platting process.
