Changes to Downtown Parking
Began July 7, 2025
At their May 27 meeting, New Braunfels City Council approved updates to the downtown parking ordinance to officially launch paid parking in select areas starting July 7, 2025.
This follows a March 2025 decision to contract with Interstate Parking to manage parking in Downtown New Braunfels and the City's river parks. In April, free online Resident River Parking Permits launched.
The downtown system will include a mix of free and paid zones for both on-street and lot parking. About one-third (238 of 750) downtown on-street spaces will move to paid parking. These will shift from 2-hour limits to a digital system offering the first hour free, then $2 per additional hour (max $10/day + fees), enforced daily from 10am–10pm.
Drivers will scan a QR code to pay online, with Pay-by-Text and Pay-by-Phone options available. No kiosks will be installed. State-issued disabled veteran license plates are exempt from registration and fees.
Interstate Parking’s team of Parking Ambassadors are available to assist with finding parking, using the system, and enforcing the parking rules. A temporary downtown office is located at 111 W. San Antonio St. , New Braunfels, TX 78130.

What Changed?
On-Street Parking
The changes to Downtown parking are for on-street parking (not parking lots) and only in most of the areas where there is currently 2-hour parking. There are no parking meters or payment kiosks. Posted signs feature a QR code that drivers can scan with their phone. The online system then prompts drivers to scan their license plate as well as enter their name, contact information, and payment information. Pay-by-Text and Pay-by-Phone options are also be available.
Cost
Downtown on-street parking is free for the first hour, then $2 per hour for each additional hour, with a maximum fee of $10 per day.

A 4% fee and credit card processing fees will also be applied.
Those with disabilities whose vehicles are displaying official state-issued license plates or disability placards are exempt from parking fees.
Enforcement
Interstate Parking is providing Parking Ambassadors to help drivers find available parking, assist with payments, and to monitor parking spaces for violations. Violations of the ordinance could lead to a $100 parking citation. However, if the citation is paid within 10 days, the fine is reduced to $65.

Frequently Asked Questions
Will my vehicle get towed if I don’t pay for parking?
Unpaid parking will result in a citation. Multiple unpaid citations may lead to your vehicle being immobilized, and if it remains unpaid for too long, the city may tow it. This applies to on-street paid parking areas. Privately owned parking lots have their own enforcement rules and may tow vehicles for nonpayment.
Do I have to register/scan the QR code if I am parking under the free one hour?
Yes, we ask that everyone register their license plate regardless of the anticipated time you will be parked. When you register your vehicle, you will receive helpful text reminders of when your session is about to expire.
Disabled Veterans have been able to park for free. Do I still receive that benefit?
Yes. Any vehicle with a government-issued disabled veteran plate does not need to register for parking and will not be required to pay for parking. Additionally, those with disabilities whose vehicles are displaying official state-issued license plates or disability placards are exempt from parking fees.
How much is a parking fine if I don’t register my vehicle when I park?
$100 standard fine, due within 30 days or a $65 reduced fine if paid within 10 calendar days. If not paid by 30 calendar days, an additional late fee of up to $65 may be assessed. First offenses generally will not result in a citation but instead, a vehicle in violation will receive a Welcome Notice to inform the owner of the new managed parking procedures and encourage compliance.

Why not build a parking garage?
Constructing and maintaining a parking garage would represent a significant long-term financial burden for the City. Current estimates show that even a small garage could cost millions to build and require substantial annual upkeep. Paid surface parking is a more fiscally responsible approach to manage demand while preserving the character of downtown.
