UPDATE: Suspect In Custody | Shooting Suspect Now Wanted for Murder

UPDATE: 20-year old Richard Rosas of Converse is now in custody at the Comal County Jail after turning himself in voluntarily on today’s date (10-18-24). An arrest warrant for Murder was issued for Rosas with bond set at $500,000. This case remains an active investigation and additional or enhanced charges may be pending against all three suspects.

ORIGINAL RELEASE: The New Braunfels Police Department is seeking tips from the public regarding the whereabouts of a suspect wanted for Murder. The suspect is one of three people believed to be involved in the death of 19-year old Chance Herron of New Braunfels. Around 12:20am on October 1st, Herron was shot while sitting in a vehicle in the parking lot of Applebee’s, located in the 900 block of the I-35 North frontage road. He later succumbed to his injuries while at the hospital. The other victim from that shooting, a 20-year old female from Converse, has since been released from the hospital.

In the days following the shooting, detectives with the New Braunfels Police Department were able to identify three suspects, two of which have since been arrested. 

  • 20-year old Justin Xavier Sherard of New Braunfels was arrested on October 10th in New Braunfels by the NBPD Street Crime Unit and charged with Aggravated Assault with a Deadly Weapon. He currently remains in custody at the Comal County Jail with bond set at $100,000.
  • 20-year old Jacob Rowser of Converse was arrested on October 8th in Alabama by members of the U.S. Marshals Lone Star Fugitive Task Force and charged with Aggravated Assault with a Deadly Weapon. He currently remains in custody in Alabama pending extradition back to Comal County.

Following the death of the victim, both Sherard and Rowser may be facing additional or enhanced charges.

The third suspect, 20-year old Richard Rosas of Converse, remains at large, an arrest warrant for Murder has been issued, and a reward is being offered for information on his whereabouts. Rosas is described as a Hispanic male standing 5-feet 11-inches tall and weighing approximately 230 pounds with black hair and brown eyes. He may also have lost weight since the attached photo was taken. It should be noted that anyone found harboring, concealing, providing aid, or warning the suspect of his impending discovery or apprehension will also face charges.

Comal County Crime Stoppers is offering an increased reward of up to $10,000 for tips that lead to the arrest of Richard Rosas. That increased reward is valid for the next 30 days, expiring on Saturday, November 16th, 2024. Anyone with information about his whereabouts is asked to contact Comal County Crime Stoppers.
